Step 1 – Using a colander, drain the frozen shrimp and pour over cold water to thaw.
Step 2 – In a skillet, melt 1 teaspoon butter over medium-high heat and cook the shrimp until they are bright pink on top and the middle is opaque, about 3 to 4 minutes, being careful not to overcook them in the meantime.
Step 3 – In a saucepan over medium heat, combine remaining butter, heavy cream, cream cheese, and shallots. It should take no more than 5 minutes for everything to melt and incorporate.
Step 4 – Combine Parmesan cheese, garlic powder, salt and pepper in a large mixing bowl. Simmer Alfredo sauce for 15 to 20 minutes, stirring occasionally.
Step 5 – Add the tortellini and cook until the tortellini is heated through, about 5 minutes, then toss the shrimp into the sauce making sure they are completely covered.
Step Six – Last but not least, serve your dish immediately after garnishing with parsley.
